Master Planner(Real Estate Development Manager-Owner's Representative)

Walt Disney Imagineering is the master planning, creative development, design, engineering, production, project management, and research and development arm of The Walt Disney Company. Its talented corps of Imagineers is responsible for the creation - from concept initiation through installation - of all Disney Resorts, theme parks and attractions, real estate developments, regional entertainment venues, and new media projects.
The Real Estate Development Manager-Owner’s Representative is responsible for the following;

  • all phases of multiple, small scale projects (i.e.. due diligence research on a single parcel of land, developing feasibility analysis for a transportation project, etc.) including procurement, scheduling and budget management that are low to moderate risk
  • technical and ministerial support for real estate transactions and third party development projects from due diligence/contractual negotiations thru construction review and implementation,
  • entitlement support and sustainment activities including permit coordination and amendments to legal documents, representation in negotiations,
  • development of scope, preliminary schedule and estimates/budgets, contract initiation and procurement as part of the pre-development and real estate development processes,
  • facilitate and perform third party real estate design review and construction implementation compliance with approved plans and adopted Covenants/Restrictions or Design Guidelines with guidance and direction from senior leaders
  • input on concept and strategy development as part of the master planning and real estate business plan, and development process, and
  • coordination with internal and external partners including WDI MPA & Menu Planning, GBD, Transportation, Legal as well as governmental agencies and private developers.

ResponsibilitiesStrategic Initiatives
- With a specific focus on real estate development entitlements, land use feasibility and/or infrastructure planning, this position supports resort and theme park development opportunities and provides strategic input to inform project planning and implementation:

  • Supports the formulation of entitlements, land use / feasibility or infrastructure planning strategies / options;
  • Supports the generation and specific approval of entitlements to enable specific development programs or infrastructure planning strategies / options
  • Defines potential entitlements, land use / feasibility or infrastructure planning risks and provides strategic leadership to mitigate them
  • Supports entitlement sustainment efforts and updates evolving entitlements, land use / feasibility or infrastructure planning strategies / options as required

Resource Management
- External resources (consultants)

  • Identifies, secures and manages a broad range of entitlements, land use / feasibility planning or infrastructure planning consultants to execute development feasibility, implementation and sustainment efforts:
    • Environmental: Due Diligence
    • Environmental: EIR's
    • Transportation Funding
    • Transportation Analysis
    • Land Use/Feasibility
    • Graphic Design
    • Architecture, Landscape Architecture and Planning
    • Engineering
      • Civil
      • MEP
      • Traffic/Parking
      • Structural
  • Defines specific external resource project scope, budget and schedules and manages delivery of work product


- Internal resources

  • Informs the development of project Capital Authorization Requests;
  • Coordinates entitlements, land use / feasibility or infrastructure planning strategies / options with related Global Development/Real Estate, Corporate, WDI and WDW Resort and Park Operations partners
    • Defines partner scope, budget and schedule
    • Manages internal partner work product

Presentations

  • Prepares, supports or informs project status reports or updates to internal partners or senior management
  • On a project specific basis, supports the relationship between WDW/WDPR and the municipality/regulatory agency in whose jurisdiction a project is being executed

Negotiations

  • Supports the process of identifying and securing third party funding sources to support development efforts;
  • On a project specific basis, provides entitlements, land use / feasibility planning or infrastructure planning expertise to support negotiations with municipalities to secure required development and financial agreements.
    • Informs the development of project specific pro formas
    • Supports the development and implementation of negotiations strategies


Basic Qualifications

  • 3 to 5 years of job related experience or 1 to 3 years of WDI or WDW project leadership / management experience strongly desired;
  • Proven experience managing any one of the following three pre-development processes:
- Entitlements
  • Experience with the environmental requirements of the city or region in which a project will be located:
    • Analysis requirements
    • Report production and review requirements
    • Report processing requirements
  • Experience with and understanding of the legal and political processes that will be required to secure project approvals
  • Understanding of relevant entitlement trends and issues in a particular project area.
  • Understanding of the physical, financial and public relations implications of proposed entitlements approach
- Land use / feasibility planning;
  • Experience with land use, site and development feasibility planning
  • Experience with urban, architectural, landscape and infrastructure design
  • Experience drafting and documenting specific planning projects; hand sketching and computer graphic
  • Experience with general construction issues
  • Participate in Third Party Construction meetings
  • Understanding of relevant real estate trends in a particular project area; building types, cost, design approach, etc.
  • Understanding of the local or regional codes and ordinances that inform a physical plan
  • Understanding of the entitlements, infrastructure planning, financial and public relations implications of a proposed physical plan
- Infrastructure planning and development;
  • Experience with all aspects of site infrastructure planning:
  • Traffic and transportation
    • Transportation Planning
    • Roadway and Highway design
    • Local street network design
  • Electrical transmission and distribution systems
  • Building mechanical systems
  • Building structural systems
  • Sewer design and generation factors
  • Water system design, generation factors and fire flow requirements
  • Storm drain system design, hydrology and hydraulics
  • Reclaimed water system design and distribution
  • Telecommunications systems
  • Site grading and earthworks
  • Experience with general construction issues
  • Experience with infrastructure system costing efforts; budget development and value engineering
  • Experience with third party funding efforts for public infrastructure
  • Understanding of the entitlements, land use / feasibility planning and financial implications of a proposed physical plan.
  • Building mechanical systems

  • Sewer design and generation factors
  • Water system design, generation factors and fire flow requirements
  • Storm drain system design, hydrology and hydraulics
  • Reclaimed water system design and distribution

  • Understanding of the entitlements, land use / feasibility planning and financial implications of a proposed physical plan.
  • Some/limited supervisory experience leading or supporting entitlements, land use / feasibility or infrastructure planning efforts involving in-house and external consultant project teams;
  • Experience identifying, hiring and managing a broad range of external consulting resources;
  • Ability to manage conflict and to problem solve issues to resolution;
  • Ability to comfortably and effectively communicate, both verbally and orally:
    • Internally within WDI and WDW to senior leadership,
    • Externally with government officials, regulatory agencies, consultants, contractors and third parties;
  • Ability to communicate strategic or project specific efforts graphically;
  • Ability to work in a team environment.

Preferred Qualifications

  • Computer proficiency in Microsoft Word, Excel, Project or any graphic or desktop publishing software;
  • Continuing education or post graduate level studies, (i.e. Master of Business Administration, Master of Architecture, Master of Landscape Architecture) or professional license (i.e. Professional Engineer, Real Estate)

Required Education

  • College degree required in a WDI core discipline such as Civil Engineering, Construction Management, Building Construction, Engineering, Architecture, Landscape Architecture, Planning, Urban Design, Real Estate, or related profession.
